The State of the Housing System 2025 report

The State of the Housing System 2025 report makes for a sobering read, highlighting the deep and persistent failures of Australia’s housing system. Housing affordability continues to deteriorate, with supply falling far behind demand; and over half of people living on lower incomes experience severe and persistent housing stress. For far too many Australians, access to a safe, secure, affordable, high-quality home is a daunting challenge, when it should be a given. 

But there is cause for hope. National Shelter is pleased to see that the solutions to fix Australia’s housing system are gaining traction, including at the highest level of government, as shown by the National Housing Supply and Affordability Council policy recommendations. The Council is calling for ambitious action in five key priority areas, including increased investment in social and affordable housing towards a target of 10% of total housing stock, inclusionary zoning targets across the country, the full implementation of the Better Deal for Renters, and a comprehensive review of the taxation settings affecting housing markets.

State of the Housing System 2025 must not become another report gathering dust. There is now clear evidence and wide agreement around the solutions to fix our housing system, many of which align with National Shelter 2025 policy platform. We call once more on the Australian Government to lead ambitious, coordinated action to deliver social and affordable housing at scale, optimise planning systems across jurisdictions, support renters to get a better deal, and reform the taxation settings that distort the housing market at the expense of first home buyers.
